Hey WD,
I'm not surprised that you don't get anywhere with a tax administrator. Generally all they can do is apply the law as she is writ, and it is a waste of time to raise constitutional issues with them. I'm impressed that she took the time to give you a response that at least sounds thoughtful (even if wrong <G>).
I'll be at the California Tax Policy Conference in San Francisco on Nov. 8, so no, I won't be at Stanford. KatieJ 13:43, 24 October 2008 (CDT)
