A few years ago, Minnesota determined to add yet another tax to businesses called, "Workforce Enhancement Fee". What I would like to know is who is subject to this tax? Are non-profit organizations exempt? What about schools? If anybody knows about this, please let me know.

The Minnesota unemployment website indicates that the Workforce Enhancement Fee must be paid by "All tax exempt organizations, governmental units and Indian Tribal organizations that have employees in Minnesota...". Check out that page - it has choices for non-profits and other federal tax-exempt orgs (taxpaying or reimbursing).
