Does anyone know the section of the IRS tax code that cover confidentialy for tax preparers who are not attorneys,CPAs or enrolled agents?

You might try Circular 230. Although it is aimed at EA's it covers confidentiality issues. |

Pub 470 covers unenrolled preparers and 1345 is helpful as well if you are an ERO. |
