The standard credit for the refund of the telephone excise tax applies to landlines and cell phones. I assume that if one individual taxpayer has both a landline and a cell phone there is only one standard amount, say $30.00. The standard amount is per taxpayer and not per phone. Am I correct?

Correct, but if the total actual expenses for both the landline and cell phones are more than the standard credit, then you should use the actual method.
