| The vast majority of my clients (up to this point) have paid the telephone excise tax for the entire 41 month period. Now, during this final week, I have one who only paid for 12 months and another who only paid for 6. Are they still eligible for the standard amount? The IRS website was unclear.

| Clarification: This is not a question I've been asking ether. One of my clients asked me if he can still feel honest claiming a $60 credit (he has four exemptions) when he only paid the tax for 6 months. I couldn't find anything on irs.gov that said he couldn't. It just mentions that if you "paid the tax" you are eligible but is unclear as to whether one month of paying the tax is good enough or if it had to be the whole time.

| I do quite a few 1040NR's. Apparently they receive it too... at least creative solutions puts it on.
