A consulting company gets its projects done from clients in various states but does not have any offices/establishment except in CA. Should it apportion all its income to CA?

It depends on the state(s) involved and what they do in those states. If all of the work is done in CA, then yes, all income is apportioned to CA. What states are involved and what exactly do they do in those states?
