My understanding of the Notice 2009-82 is: any tax payer who took the RMD in 2009 has a chance to rollover the distribution back to their IRA/401K/403K account by 11/30/09 without penalty.

Brokers say, a non-spouse beneficially is the exception of this benefit and he/she can NOT put the distribution back to his/her retirement account. Does the Notice 2009-82 exclude non-spouse beneficially???

The Notice merely extends the end of the 60-day rollover period to 11-30-09. Non-spouse beneficiaries are not entitled to a 60-day rollover period, and accordingly, will receive no extension.
