If this sound very elementary, I apologise...Is it true if your real estate investment does bring any income while you are fixing up(maintenace,lanscaping and cleaning it up and after, you were unable to get a renter , you cannot claim any deduction

Reg. 1.212-1(b). If available for rent and advertised as such, then deduction of expenses would be permitted - otherwise, no.
