American made money in Japan, and the accountant for the tour is claiming that he has to file a Japan tax return. Any ideas? I don't see it, taxpayer would just file his IRS return and take a credit for japanese taxes withheld, right?

Assuming that your client is an entertainer, Article 16 of the current US-Japan Tax treaty would exclude your client from Japanese tax if the client's gross (including expense reimbursemt) reciepts for the Japanese source income does not exceed $10,000 USD. Otherwise he can be taxed by Japan and follow the usual procedures for his US tax return.

How you would claim the treaty benefits or what the specific filing requirements are for Japan, I have no idea.
