Are investment management fees paid to manage a 401(k) account deductible under IRC Sec. 212 in the year they are incurred even though the income earned in the 401(k) account for that same year is tax deferred?

The fees are paid by deducting them from the ongoing balance of the account - they are paid directly to the investment management company managing the account.
