assuming the taxpayer makes the IRA withdrawal then pays the fee (not a commission), yes. Otherwise no. Commissions add to cost of the security. You are using the term incorrectly if you are referring to advisory fees. But you are given a little slack because you are a consumer and not expected to know what your tax professional needs to know. I'd go back to your tax professional.
