If a client builds a building on his land for his business office. Does he have to capitalize all the cost such as payroll, interest, utilities, taxes, etc

all costs associated with building should be capitalized.

note that you may get some items to be considered land improvements (ie sidewalks, shrubs) that have more favorable depreciation.

but why would he have payroll? unless he is in the business of building???

he is building his own building but not in the business of building he is a masonary business. If he bought the land a year earlier and financed it can't he expense the interest on the land up to the point of building on it?
