I am filing a final return for a client which involves a refund. Can I electronic file when there is a 1310 form involved and can the refund be direct deposited into heir's account?

Yes, if you checked C on Form 1310, and no, if you checked B on Form 1310. Yes, you can use the heir's DD info. I use Form 8453 for any 1310s, but I'm not sure if I need to, when box C is checked.
