When we convert from C corp to S corp or S corp to C corp, do we need to file new EIN ?

No - So long as the entity status (corp, partnership, etc) remains the same - no new EI # is needed. However, I would inform the IRS Entity Control Unit of the change - so IRS can update its records - so you wouldn't be filing 1120 and IRS looking for 1120S and visa versa.

I agree with the need to notify the IRS - otherwise it causes efile issues.

To change from 1120C to 1120S, the 2553 needs to be filed with the IRS and they need to accept it to get the S-election. You cannot just file the 1120S tax return with out being accepted by the IRS as an SCorp or the IRS will not accept it. To go from C to S, the IRS needs to be notified, or you can just violate the S and the IRS will change the tax status for you.
