If a taxpayer owns their home, but is leasing the land "under" their house, do they qualify for the renter's credit in California?

To qualify for the renters credit the individual must have rented a principal residence. So I would say no.

I am leaning the other way, as I found some research that states if "persons residing in a mobilehome qualify if the land on which their mobilehome sits is rented".

If they were granted the homeowners property tax exemption during the year they do no qualify. I believe Mobile homes do not get this exemption.
