I am based in Michigan but I had some clients moved to CA.

My question is it required by the state of CA to e-file tax return? Can a taxpayer still paper file in CA.

Taxpayer (self-prepared) can always paper file. A preparer who does more than 100 California returns in any calendar year after 2003, and uses tax preparation software to prepare one or more returns in the following year, MUST e-file in California. If you don't fit in that category (an out-of-state preparer usually doesn't), the client can paper file even though you prepared the return and are a registered e-filer with IRS.
