An art gallery provides space for an artist to hold a workshop. It collects the fees for him, deposits them into the gallery bank account. At the end of the workshop, the gallery writes a check to the artist for the fees collected less a fee to the gallery for handling the paperwork. Does the artist get a 1099 for this - workshop fee income less fee paid to gallery? The gallery really isn't paying the artist for anything, only forwarding the workshop fees collected for him and retaining an administrative fee. In essence the artist is paying the gallery.

These are not business expenses of the gallery. The gallery is basically acting as an agent for the artist. I would not send the 1099. This question came up on the tax board I believe, and the answer there was basically "some do, and some don't" send it.
